According to the XIII Constitutional Government which took office on the 28th Ocotber 1995, the Ministry for Employment and Social Security was replaced by the Ministry for Qualification and Employment (MTS) and the Ministry of Solidarity and Social Security (MSSS).
It falls upon the MTS the carrying out of EMPLOYMENT, VOCATIONAL TRAINING AND LABOUR policies.
A. EMPLOYMENT POLICY
Objectives:
a) qualification of the human resources and of the development potential with basis on the improvement of the labour market performance and in connection with vocational training and educational policies;
b) the promotion of the employment quality in terms of working conditions, remunerations, social protection and career;
c) the fight against unemployment and namely long term unemployment by improving the process of entry into working life for the youth and of professional retraining for the adult workers;
d) the promotion of equal opportunities in terms of employment and vocational training;
e) social and economic integration of disadvantaged groups.
Guidelines:
a) to develop the strategic social dialogue in order to promote the employment;
b) to support the remodelling of the enterprisesorganization and management in order to improve human resources;
c) to stimulate the employment creation;
d) to monitor the labour market functioning in order to reduce the employment problems;
B. VOCATIONAL TRAINING FOR WORKING PEOPLE
Objectives:
a) to enable the construction of a new competitiveness standard based on a better exploitation of the new technologies and on organizational models with more flexibility, autonomy and responsibility;
b) to reabsorb the unemployment, to fight against social exclusion and to sustain the employment with basis on an increasingly forward looking policy of labour market and human resources management;
c) to promote the economic and social initiative, to improve the conditions of participation of the different social actors and of citizens in general and to renew the role played by public administration.
The Government main goals shall be:
- to ensure a qualifying training as well as the support to the entry into the working life to the youth by giving priority to technological and vocational education;
- to provide training opportunities similar to those existing in the rest of Europe for the adult population, that is, qualifying training, retraining, further training or refresher training, and pay also a special attention to more vulnerable groups in terms of social exclusion.
Guidelines:
a) to review the system of vocational training public management with a view to a better effectiveness and co-responsibility at design, organization, management, financing and evaluation level;
b) to create conditions to provide good, flexible and personalized training solutions;
c) to rationalize and to increase the potentialities of the training network.
C. LABOUR POLICY
Objectives:
a) to contribute to the effective functioning of the industrial relations system by making the organizations and institutions involved fully aware of their responsibilities;
b) to promote the reconstruction and modernization of the legal framework of labour relations without prejudice of workers fundamental rights and taking into account the need to help the enterprises competitiveness;
c) to improve the working conditions, namely by taking actions in the field of occupational hygiene, safety and health;
d) to make more effective the legal and conventional provisions on working conditions, particularly in more vulnerable areas.
Guidelines:
a) to dignify and foster the labour contracts effectiveness;
b) to promote the revision of labour legislation;
c) to reinforce prevention and to improve occupational hygiene, safety and health;
d) to ensure more effectiveness of legal and conventional provisions on labour relations settlement and contents.
